How do I get a golf handicap and enter tournaments?

I live in Missouri City TX. a suberb of houston and have been playing alot more golf lately. I would like to get a handicap so that I can play in tounaments. How do I go about doing this? Do I have to play with someone as a witness and sign the card?

per the USGA You must be a member of a golf club and submit 5 score cards

Most if not all of your area public courses will have a men’s club that plays an organized game on regular days and times. Joining one of these clubs will be relatively cheap ($100 or less), give you a set game to play in and usually bring with it handicapping services. Then you simply turn in your scores and they do the rest.
If you do not wish to join a group, most courses will have a charge to just do your handicap for you. Probably around $40 a year. But I really encourage you to find a course with a large and active men’s club to play in.
